I had the opportunity to visit Pete Royer in his spacious office in Hutchinson earlier this week. Pete shares his space with a colleague, multiple computers and monitors and stacks of assorted stuff that tech coordinators rely on to get through the day. Blandin Foundation helped to fund the acquisition of digital recording equipment so that Pete can record multiple video conferences at one time. He was able to show me a sample of a Chinese language class originating from Hopkins with participating students from multiple districts (see picture and note the Chinese instructor). One of the ironic things about making site visits on technology projects is that the use of the technology is so exciting, but the electronics that make it possible are so boring to look at! While a rack of electronics may have multiple purposes, to my untrained eyes the boxes all look alike! Nevertheless, Pete is extremely excited about the opportunities that the new equipment enables, especially combined with some new Adobe streaming video software that they are just installing. Pete recently posted some information elsewhere on the Blandinonbroadband blog about how to view some of the video conferences that they have on their public server. Check them out! Of course, advancement on one side of the network infrastructure places strain elsewhere. Video storage capacity is next on Pete’s agenda.

Intelligent Community Update – NE Ohio Community
One Community is a 21 county initiative in NE ohio borne out of Cleveland. This is an amazing collaboration that includes networking supporting community development crossing geographic and economic sector boundaries. Check it out.
The leadership model of One Community is one to be emulated. I hope that the new MN Ultra high speed task force thinks beyond the network to the value to be derived from the network. MN needs more than a report; we need a shared vision and a renewed positive attitude towards creating the future.
Intelligent Commnity Forum Update
Higher education and broadband combine as a powerful force for economic development, creating a magnetic force for attracting knowledge workers and innovative companies. This seems to be a commonality for the Intelligent Community finalists that have been highlighted so far. Specialized education programs serve as a platform for new industry development.
Long term vision and committed cross sector leadership, as always, is also evident in these successful communities.

According to the Intelligent Community Forum, an intelligent community invests in broadband, knowledge workers, innovation, digital inclusion and marketing. Seven communities from around the world will be honored for their efforts and success.
I attended a pre-conference session yesterday. One of the highlights was learning about the regional initiative in NE Ohio. This is a 21 county effort on economic development, education and health care. Some 1500 organizations are connected via fiber. Schools have 2 Gb connections. Over 20 hospitals are working together and sharing costs on an electronic medical record.
It is a competitive world….how are doing in this race in Minnesota?
Lac qui Parle County Talks Broadband
Over 30 community leaders from economic development, local government, education, business and health care met yesterday in Dawson, MN to begin a discussion on broadband deployment and use. Lac qui Parle County is in western Minnesota on the South Dakota border. The county’s communities range in size from just under 2,000 people down to towns with fewer than 100 residents. In the countryside, the farms can be large and the residents widely scattered. I was pleased to see several county commissioners and elected officials at the meeting. The group really understood the need to work on this topic at the county and regional level, rather than focus at the city level.
Existing Internet providers were well represented, including Farmers Mutual Telephone Cooperative, Frontier Communications, Farmers Cooperative Association and MVTV. Representing Blandin Foundation through Community Broadband Resources, I provided some background information on broadband technologies and the issues that rural communities are facing.
We talked extensively about the mix of existing service providers within the county and learned about some planned improvements. For example, Farmers Mutual Telephone Cooperative will have FTTP to every subscriber in its service area by the end of 2009. Frontier Communications is upgrading their backbone pipe into the region which will enable more capacity to the end-customers. They are also beginning to extend DSL services into the more rural parts of their exchange. The wireless providers talked about their ability to reach into the countryside.
People understood that this will require an incremental approach. Two first step needs emerged from the discussion – better understanding of what is available where and the need to education consumers, especially businesses, about the power of broadband and broadband applications. I look forward to meeting again with this motivated community.
CISCO – Healthcare BizTech Forum – St. Cloud
I learned Wednesday that health care technology purchases account for over 30% of CISCO’s business revenue. CISCO and its partners provide technology tools that track people, information and equipment, enabling better health care management, and hopefully, better and more affordable health care. The day focused on four related topics – security and compliance, wireless technologies, unified communications and RFID technologies.
Security and compliance – Keeping ahead of HIPPA regulations and electronic payment requirements was a major concern of providers. The key to success is to put a plan in place and to systematically pursue that plan. The emphasis was to show strong and credible efforts to meet the regulations and to address any shortcomings.
Wireless technologies – Vendors were displaying cool “star trek” communicators that allowed hands-free communications throughout the hospital, allowing staff to contact specific people or teams of people, depending on the need.
RFID – These devices enable the hospital to track people, equipment and devices so that they are in the right place at the right time. These devices, tied to GPS technologies, allow staff to be able to find what they need, when they need it.
Unified communications – Bringing all of these systems together is a critical task so that information is not lost or does not have to be re-entered into multiple systems.
I was a bit disappointed that there was very little discussion about home health care devices and practices. Maybe at their next seminar!
Community Broadband Resources Assists Clearwater MN
Clearwater is located between the Twin Cities and St. Cloud on I-94. Many people recognize Clearwater as the shortcut over to Highway 10 on our way “up north.” The Clearwater Economic Development Authority applied for and received a technical assistance grant through Blandin Foundation’s Community Broadband Resources Program. They requested assistance in assessing their community’s telecommunications environment as they are unsure if their current services are meeting the current and future needs of their community.
Our first meeting was used to draw up a short term effort to do some basic groundwork. We needed an understanding of the supply and demand for broadband services. First, surveys should be sent to the three known providers – Frontier Communications, US Cable and CitEscape Wireless to better understand their current infrastructure and service offerings. We also wanted to know their future plans. I took the lead on this task.
We also developed a plan to survey the businesses belonging to the commercial club to understand their current broadband usage and satisfaction with their telecommunications service offerings. The Clearwater EDA and staff took responsibility for this activity.
We just had our second meeting earlier this week. Representatives from Frontier and CitEscape joined us at the meeting for individual discussions and both community and provider representatives learned a lot. We found out that Frontier Communications has upgraded its backbone connection to Clearwater and that DSL customers will now be enjoying 6 Mb DSL speeds, up from 2 Mb which was great news to learn (our committee’s first win!). We also learned from Frontier that Clearwater is on a bit of a network dead end, which is not so great from an economic development standpoint. While committee members did not recall any outages, it is still not the best situation, especially for attracting tech-sensitive firms. Frontier was very interested in the community’s comprehensive plan and future business development plans and was anxious to coordinate infrastructure development. Finally, Frontier advised the group that Frontier’s new infrastructure development was primarily fiber to the home.
CitEscape talked about their ability to reach rural customers with broadband services from their towers in the area. Their ability to serve customers depends on line of sight technology, especially as the distance from the tower increases. Clearwater has two water towers and one of those has no current telecommunications facilities on it. It seemed like a great match. CitEscape will be providing the city with a map of the prospective service coverage if a radio was placed on the water tower. CitEscape’s services offer some advantages, like symmetric service and as an affordable redundant connection.
For a second meeting on the telecommunication’s topic, the day offered several opportunities for progress. Our next steps will be to meet with US Cable and to complete the survey of the business community.

Powell, Wyoming FTTH
While conducting research on approaches to building fiber optic networks, Powell, Wyoming came to my attention. Powell’s fiber network is financed with municipal bonds and leased to a private sector provider. This approach uses the financial strength of the local government, but does not require the city to be engaged in day to day operations. As with all of the approaches, it will be interesting to see how this strategy works over the long term – only time will tell.
As communities consider broadband development strategies, technologies and financing, it can get kind of stressful. These are big decisions, made even more difficult by threats of lawsuits and uncertainties. I applaud Scott Mangold, the Mayor of Powell, for his sense of humor in dealing with some of these stressful decisions. Message from the Mayor
I got to meet some media people the other day. No, not newspaper or radio employees, the down-home folksy types that give you a tilt of their caps as you go by, but downright big city campaign people.
Well, not entirely big city. It’s a group out of Utah that is putting together the campaign for our fiber to the home project. They are bigwigs, though. They’ve worked on campaigns for big name brands which they quickly name-dropped.
“Ever hear of Norbest Turkey? We did their campaign.”
“Why, yes I have. Tasted them, even bowled them.”
“How about Sunkist? You heard of them?”
“I believe so. Even though I live in a cave in Wyoming, Sunkist seems to be a name brand I recall. Some of them are orange in color, correct?”
The name of the company is Research Enhanced Design or RED for very short. A successful company with two members of their staff holding doctorates from BYU. (the team that always beats Wyoming in football) RED showed us diagrams, graphs, test papers, and other literature that showed how they were going to market our product.
I expected more Madison Avenue lingo.
“Let’s put her up the flagpole and see who salutes it!”
“Let’s put her on the 5:15 to Newark and see where it gets off!”
“Let’s slap her on the butt and see which way she bucks!”
No glitzy, wink-wink, ‘how are ya, baby’ lingo from this ad group. Just normal matter-of-fact straight speak that evaluates the community and comes up with a solution.
I didn’t offer my campaign slogans at our initial meeting but I have a few ideas.
“The Powell Fiber Optic System. Still Fighting Terrorists!”
No, that’s no good.
“The Powell Fiber Optic System. We Like Bunnies!”
It does have that friendly bunny thing but it doesn’t really send the right message.
“The Powell Fiber Optic System. Less Calories!”
Now, I really don’t know if that is true or not so we can’t really use that. Plus, we are not really going to call it ‘The Powell Fiber Optic System’. We need to come up with a name and that is part of their job, as well. I’m sure they’re willing to take suggestions, though. If you have a thought for a name, write me at mayormangold@cityofpowell.com and I will pass it on to them. Try to think of a name that speaks of Powell and what this means to the city.
The team already dismissed my names. ‘Optimus Prime, ‘Corvette Stingray’, and ‘Internet Thingy’ all got curious looks from the experts.
They didn’t even want to put it up the flagpole.
Refinancing of UTPIA bonds

This very interesting article about the refinancing of UTOPIA bonds is very interesting to me. If the article is correct, UTOPIA will sell 189 million in bonds, repay 135 million in existing bond debt and receive 20 million for new network construction. I am not a finance guy, but 189 million minus 135 million minus 20 million is 34 million. If that is going for fees to lawyers and financiers, we need to find a new way to finance municipal networks! $34 million is 18 percent of the total. If one figures $3000 per house to hook up to a fiber network (Utopia’s incremental cost is probably less), those fees would cover costs to hook up over 11,000 homes.
What happens when a third, triple-play provider comes to town?
I am very interested to learn what happens when a third wired, triple-play provider enters a local market. Where does the third provider generally set their price point? What is the competitive response from the incumbent phone and/or cable providers? Is the competitive response a short-term special offer or are there long-term differences in prices that permanently affect the local market. I have been doing a little research here in Minnesota and my preliminary findings are that companies like Charter, Mediacom and Qwest maintain consistent pricing across Minnesota no matter whether there are two or three wired providers in the community. I am also interested in the impact on the pricing offered to the business community, both small and big bandwidth users; this information is more difficult to obtain.
What have you seen in your community? As communities go through the decision-making process about their own involvement in telecom investments, this is a critical consideration for marketing and cash flow projections.
PacketFront on Open Access
I had an opportunity to see Tim Scott of PacketFront talk about open access FTTH networks at the Digital City Expo in January. I thought his presentation was interesting and asked if he would follow up with more information for the blog. PacketFront was gracious enough to send us their responses and I am happy to post them below. I want to thank them for their time and consideration…
PacketFront is a very strong and vocal advocate for the open access model in municipal broadband. Open access is the only community network model that offers true freedom of choice and competition for consumers. In the right setting, open access networks bring down retail prices and increase service innovation, thus stirring economic growth and enhancing quality of life.
That being said, open access isn’t a viable option for every community network. In fact, we don’t believe open access is really feasible for networks of less than 3,000 homes. Further, to be really successful, open access networks need to start with 30,000 homes and businesses and go from there.
But how then can small and rural communities hope to reap the benefits of an open access network? To answer this question, it is probably useful to define the options available for service provider access to networks.
Closed: Networks that have one exclusive service provider. This single service provider may provide a variety of services on the network (voice, video, different levels of data service, etc.). This scenario is often seen in networks that are actually owned by the service provider as well (good examples of this are the Verizon FiOS networks, cable company networks, etc.). Closed networks are also found in smaller communities that, due to the low number of potential subscribers, cannot offer enough incentive for more than one service provider. Sometimes, a municipality that builds and owns its network will also choose to offer retail services on that network as the only service provider.
Limited Access: Networks that limit access to a capped number of service providers—more than one but fewer than five. This is a newer model which may suit some rural networks, especially in their earlier phases. Typically, the suite of service providers in this scenario would include at least one major triple-play provider, as well as one or two additional voice/data providers, and perhaps one or two niche providers.
Limited access networks allow smaller networks (less than 30,000 addresses) some of the same benefits of a completely open network while still allowing a solid revenue proposition for the service providers. In other words, by limiting the number of providers on the network, there is more revenue to share.
Open Access: Networks that are open for any qualified service provider to use. Sometimes these are owned by municipalities that offer the use of the network to service providers for a wholesale rate. The service providers then sign up subscribers and charge a retail rate; their profit comes from the difference between the retail rate they charge their subscribers, and the combination of their operating costs and the wholesale rate (or revenue share) they pay to the network owner. In a completely open network with a large enough subscriber base (typically more than 30,000), many service providers will join the network, offering major voice/video/data products, along with niche products that fulfill specific needs (i.e, distance education, telemedicine, security, gaming, visual communications, etc.).
No matter what option works best for a network at its outset, bear in mind that it is much easier to accommodate future growth on a network if it is initially built as an open access network. Why? Technologically, it is much easier to move from a limited access network to an open access network than it is to move from a closed network to an open- or limited access network. This is because the decisions made early in the design and build of the network (open, closed, limited) will dictate many of the decisions regarding governance, financing, marketing, electronics, and operating systems.
So if any type of an open network is anticipated or desired in order to achieve the long-term objectives of the network, PacketFront would recommend that the network be initially built to accommodate an open access model, even if it will be operated, at first, as a closed or limited access network. Doing so will enable a far easier and less expensive transition as the network grows and evolves.
The idea here to be able to easily add more service providers to a network as it matures, (even if the network starts with just one provider) in order to provide the freedom of choice and service innovation that is the promise of open access.
A community fiber network will encourage innovations beyond the standard services typically provided on a closed network to include telemedicine, distance education, local community outreach, social services, e-government services, spiritual services, and in-network communications. Competition drives innovation and product development. Traditional phone and cable providers are not on the leading edge of new application development—because they operate in a closed environment and do not invite true innovation.
For example, if a local health care clinic wants to run a consultation service (a live “Ask a Nurse” service that uses remote visual communications) on the network, do you think the local cable company would consider allowing the clinic to host their service on the cable network (even assuming it had sufficient bandwidth)? No, but the clinic could easily offer this service on the community-owned network. Likewise with any other local service provider—a community network creates opportunities within the community to foster innovation, creativity and competition.
This sense of community growth through a community-owned network has been extremely successful in many European communities. Though the concept is still emerging in the United States, it is gaining mindshare and being implemented in communities this year.
Peter Drucker said that there are only two things that really matter in business—Innovation and Marketing, everything else is an expense. The success of a community-owned open access fiber-to-the-home network will happen when these two things come together. Remember—when communities began installing electrical grids, the only thing we really knew to use electricity for was to power light bulbs. Think of all the applications we’ve since discovered and expect from electricity!

Municipal FTTP Conference in TN
I am attending an interesting event sponsored by Calix. The topic is municipal FTTP. All of the sessions are discussions, not presentations, with topic experts and municipal network operators. I was able to lead a discussion on building community support for FTTP. I have also attended sessions on RFP writing, organization development, network services and working with incumbents.
I have learned that Tennessee communities are going gangbusters in deploying FTTP and doing it successfully. There was great interest in the work that Blandin Foundation continues to do on building demand.

Get Broadband Community Succeeds with Help from MTI
Michael Haynes, economic developer in Stevens County in western Minnesota, and I were talking about the success of their Get Broadband program in and around Morris. Michael noted the positive impact of the program on the business community. Of special note is the work of Minnesota Technology Inc. and their training and advice for some of the larger area businesses.
MTI was able to help these companies improve their strategies for being found by search engines so that they are receiving many more hits than previously. That gives them an opportunity to win business that they would not have even known about previously.
Smaller businesses, like the local florist and one of the area restaurants, took advantage of the grants offered through the Get Broadband program so that they now have web sites that offer looks at their offerings, including flower arrangements and lunch menus. The Stevens County effort also assisted government and non-profits improve their technology. The Morris HRA now has housing information online, the fitness center displays their class schedule so that community members can plan their exercise routine (another excuse to go exercise disappears!) and the chamber of commerce can easily update their own web site and keep it current.
Comparing before and after benchmarking surveys, residential broadband use went from 29% to 50%! Among dial-up users, the percentage that had not tried broadband went down from 44% to 18%. These are great results that demonstrate the value of community-driven broadband market development activities.
Digital Cities Expo – Thursday Afternoon
There was interesting discussion about FTTH and economic development this morning at the Digital Cities Expo in Phoenix. While economic development is oftencited as the driving force for municipal involvement, some participants were noting that, by itself, the existence of FTTH is not enough in the absence of other critical economic development assets. Other participants promoted the succedd that their networks had in stimulating competition and lowering prices for business customers. In fact, five times the bandwith for one third the cost. That certainly, at a minimum, levels the playing field and may provide a competitive advantage.
Making sure that local businesses understand how they can use the network is a key ingredient for economic success.
