Job Description: To serve as the Executive Director of the Office of Broadband Development.
The Office of Broadband Development will serve to “encourage, foster, develop and improve broadband within the state in order to drive job creation, promote innovation, and expand markets for Minnesota businesses; serve the ongoing and growing needs of Minnesota’s education systems, healthcare systems, public safety systems, industries and businesses, governmental operations, and citizens, and improve accessibility for underserved communities and populations”.
Major job duties include:  oversee the operations and programmatic responsibilities of the Office of Broadband Development.  Coordinate inter-agency collaboration on the development of broadband infrastructure and strategic planning while facilitating outreach to local governments and private entities.  Direct and manage mandated reporting and external communications, maintain relationships with appropriate state and federal agencies, elected officials, academic institutions, and the provide sector in order to ensure direction, policy and other broadband concerns are addressed in a consistent and timely manner.

Extensive understanding of how broadband access fosters community and economic development; understanding of the historic and current barriers to broadband deployment access in Minnesota.
5 years supervisory/managerial, or high-level professional experience in the area of broadband technologies.
Knowledge and understanding of state policy making, regulations, and procedures.
Strong communications skills, verbally and in writing.
Project management skills.
Extensive experience in coalition building and outreach.
Demonstrated ability to negotiate and persuade stakeholders.
Demonstrated management experience including that of providing work direction to colleagues without a direct reporting relationship.
Preferred Qualifications: Knowledge of federal programs that provide financial, technical and other assistance for further deployment of broadband services.
Strong leadership experience.
