The City of Appleton seeks a broadband provider that can provide a complete solution for meeting the needs and goals of achieving high bandwidth high speed, symmetrical
internet access (i.e., equal download and upload speeds) for residents in the City of Appleton.
The City of Appleton has a strong desire for services to be provided via a state-of-the-art Fiber To The Premises (FTTP) network. These goals are in accord with the Minnesota Office of Broadband Development (OBD), and in particular their reassessment findings on the need
for symmetrical Mbps speeds. The City of Appleton is seeking to attract a company that will design, build, own, operate and maintain a network that can deliver high bandwidth internet access.
The City of Appleton is seeking a provider who is willing and able to contribute significant financial resources towards the installation of FTTP broadband network
facilities in the City of Appleton for the opportunity to build out and provide services within the City of Appleton. It is anticipated the provider will own and maintain full
responsibility for its network and all risks related to its design, implementation, and continuing
operations (including financial risks). The City of Appleton is not acquiring any interest in the provider’s network.
To the extent that the City of Appleton is able to do so, the City will work to allow the provider to site facilities on City-owned property or provide needed easements. The City of
Appleton will facilitate any local permitting required and waive associated municipal fees wherever apt.
The purpose and goal of the procurement is to identify and contract with an experienced and financially strong broadband provider to maximize the provision of internet
services consistent with the most economic cost, or in other words, to maximize the value proposition for the City of Appleton by choosing the most advantageous proposal.
The grant funds applicable to this procurement shall be used to support the construction of last mile FTTP network facilities for the benefit of residential subscribers. The funds shall not be used to directly support last mile FTTP network facilities for the benefit of businesses and government
