Congress and NTIA outlined specifics for states to include in their digital equity plans. The NDIA State Digital Equity Plan Toolkit provides guidance on how to compile the plans.

It is a nice step-by-step guide. It really is a gift to folks who need to be gathering the information to make a case for optimal federal funding from BEAD and any other federal resources.
