Madsen says a study shows it would take up to 68 million dollars to bring every business and residence in Kandiyohi County up to speed. So even if the county were approved for the 5 million dollar grant and matched it with 5, that still would only meet one sixth of the county’s need. The county would need to decide who would get the service upgrade first
