		<description><![CDATA[I wonder if Emmer is aware of the web of federal subsidies, through loans, universal service funds and access fees that support the investment that Minnesota&#039;s rural telecommunications cooperatives have made in greater Minnesota.  PBT and others have done a great job in extending fiber and providing advanced services in areas where the market-based incentives fall far short of supporting the investment.]]></description>
