I got the following info from John Schultz at National Public Broadband:

We are looking to serve the entire county, in this type of a project we look for an average number of subscribers passed per mile. By evening it out across the entire county then we can reach the customers that a typical privately owned entity might not go after. But I would never say no to a suggestion regarding a partnership and the like. That would just be silly not to look at it.
