		<description><![CDATA[Ann, you make a number of great points.  The primary issue here is a total lack of broadband policy in the US.  The availability of funds turns this into a political football and those with the best lobbyists win rather than a rational distribution of funds targeted at achieving goals.

Definitions of what is broadband or what is rural are lacking so that even when people are talking about these issues, they are often not communicating.]]></description>
